It’s both from what I’ve seen. We lost top people, and they simply hired two people for their salaries for each position. The decision was made by RCAF and the Administration. You get what you pay for when you hire people for athletics administration and fundraising. If you hire cheap people with no experience for position in the building and fundraising, you get Walmart results. The productivity is not there in some positions. Hire good people, pay them market salaries, ask for and reward productivity, and then reduce the staff size with productivity and accountable people.
We can’t Cajan” our way out of everything. You get what you pay for in the long run.
